Nosotrxs –politicxs, activistas de DDHH, periodistas, académicxs, miembros de parlamentos, activistas políticxs, ecologistas y feministas de toda Europa– hemos seguido de cerca los peligrosos sucesos derivados de los ataques de Turquía en Kurdistán del Sur (Irak del Norte) desde el 23 de abril de 2021. Como resultado, nos hemos reunido hoy en Erbil y decidido que debemos alzar la voz.
Por lo tanto, con una sola voz de claridad moral, queremos inequívocamente condenar la actual ocupación militar turca de Kurdistán del Sur y solidarizarnos con el pueblo de Kurdistán del Sur y las fuerzas de resistencia kurdas en la protección de su patria.
En Abril, el Estado turco inició una nueva y amplia campaña militar en Kurdistán del Sur en las regiones de Matina, Zap y Avashin. En esas regiones continúan los intensos combates, con las fuerzas guerrilleras kurdas resistiendo ferozmente esta invasión ilegal. Estos ataques a larga escala no solo tienen como objetivo las fuerzas guerrilleras kurdas, sino también los logros del pueblo kurdo, con el objetivo de ocupar Kurdistán del Sur. A la fecha, la respuesta a estos ataques a nivel internacional ha sido lamentablemente silenciada. Aprovechando este silencio, el régimen turco ha puesto en marcha su plan para ocupar toda Rojava (la región del norte y este de Siria), junto con Kurdistán del Sur. Con ello, Turquía está decidida a hacer una limpieza étnica en esta vasta área de 1400 km de longitud, desde el noroeste de Siria hasta la frontera entre Irak e Irán. Al mismo tiempo, Turquía está librando una guerra de drones contra el campo de refugiadxs de Maxmur, una descarada violación de la ley internacional. Aunado a esta política de limpieza étnica, el ejército turco también espera eliminar a la población de la región de Sinjar, hogar de lxs yazidíes –logrando lo que ISIS no pudo.
Desde el verano de 2012, lxs kurdxs de Rojava y el noreste de Siria han estado trabajando de la mano de comunidades locales de árabes, asirixs, turcxs y armenixs, habiendo liderado juntxs una revolución que estableció una Administración Autónoma que es democrática y empodera a las mujeres. En respuesta, Turquía ha usado militantes yihadistas para atacar directamente estas áreas de Rojava incluyendo Afrin, Azaz, Jarablus, Sere Kaniye, y Gire Spi (Tal Abyad), con la esperanza de ocupar y destruir los logros de esta Administración liderada por mujeres. Durante estas invasiones, Turquía ha diseñado el cambio demográfico, violaciones sexuales sistemáticas, y esclavización de las mujeres, causando el desplazamiento masivo de la gran cantidad gran población kurda y otras poblaciones civiles, como parte de su estrategia para turquificar y eventualmente anexar estas tierras.
Y estos problemas no son solo en el extranjero. De hecho, el más reciente ejemplo de la implacable hostilidad de Erdoğan hacia los avances políticos y sociales kurdos provienen desde dentro de Turquía y sus intentos por desaparecer el Partido Democrático del Pueblo (HDP). Este es el más reciente paso en una campaña de años contra el HDP –una alianza progresista de partidos democráticos, organizaciones e individuos kurdxs, turcxs y de muchos otros lugares– que ha llevado a encarcelamiento de más de diez mil miembros del HDP.
Lamentablemente, la Región de Kurdistán (KRG) y el gobierno iraquí han hecho muy poco para detener el intento de ocupación de Turquía. Ha sido particularmente decepcionante para nosotrxs ver cómo funcionarios del Partido Democrático de Kurdistán (KDP) han intentado incluso legitimar la ocupación turca. Cualquiera que sea la presión económica de Ankara, el KDP no debe permitir convertirse en un apoderado de Turquía, ya que las consecuencias de esta guerra pueden ser graves para todo Kurdistán y la región.
El mundo también debe reconocer que Turquía está intentando llevar a cabo un genocidio contra el pueblo kurdo. Y solo el movimiento de resistencia kurdo está deteniendo la completa ocupación de Kurdistán y la aniquilación de los derechos políticos del pueblo kurdo. La actual resistencia armada en Zap, Avashin y Metina ha convertido Kurdistán en un bastión de desafío, no solo para el pueblo kurdo, sino para todas las personas en el amplia área de la región amenazadas por el expansionismo neo-otomano de Turquía. Con este fin el presidente turco Erdoğan no ha mantenido en secreto su ambición de restaurar la gloria pasada del Imperio Otomano reconquistando su antiguo territorio.
Por esto, paralelo a las campañas militares turcas contra lxs kurdxs en Siria, Turquía e Iraq, Erdoğan ha intervenido en varias áreas de conflicto, incluyendo Libia, Artsakh/Azerbaiyán, Yemen, Níger, Nigeria, Chad, Sudán, Somalia y Líbano. Conectado a esto están sus amenazas a numerosas naciones, como Grecia, Chipre, Armenia, Egipto, los Emiratos Árabes Unidos y Francia.
También debemos reconocer que el régimen de Erdoğan tiene un largo historial de financiación, armamento y apoyo al Estado Islámico (ISIS) y varios grupos yihadistas violentos similares, usándolos de forma oficial y extraoficial como fuerzas apoderadas para aumentar el alcance del Estado turco en el extranjero. Durante el reciente conflicto de Artsakh que involucró a Armenia, Azerbaiyán y Turquía, Erdoğan envió cientos de combatientes apoderados yihadistas de Siria para apoyar a Azerbaiyán y también ha enviado estos combatientes a Libia a participar en el prolongado conflicto del país. Con estas acciones, Turquía está violando la soberanía de otros países, y expandiendo su terrorismo mercenario por todo del mundo.
Erdoğan está plenamente consciente de la posición geopolítica única de Turquía y la aprovecha en su beneficio. Sabe que su ejército, el segundo más grande de la OTAN, es una fuerza formidable y un baluarte para “Occidente”. Así, el Estado turco, bajo su mandato, continúa abierta y sistemáticamente desafiando la ley internacional y violando las convenciones de derechos humanos. Turquía viola continuamente la soberanía de muchos países. Mientras tanto, la OTAN, la ONU, la Unión Europea, y el Consejo de Europa han respondido con un silencio ensordecedor. Pero la comunidad internacional debe ser guiada por la moral y no por la geoestrategia. Y su incapacidad para desafiar el autoritarismo y los crímenes de guerra de Erdoğan, le da efectivamente permiso para continuar su ofensiva militar. A su vez, también los convierte en conspiradores parcialmente responsables de su actual destrucción.
Por lo tanto, ¡proclamamos una iniciativa internacional para DEFENDER KURDISTÁN de la ocupación turca!
Para lograr el cese inmediato de los ataques turcos contra Kurdistán del Sur y la retirada de todas las tropas turcas y los mercenarios islamistas, exigimos lo siguiente:
