Nous – représentant·e·s politiques, défenseur·e·s des droits humains, journalistes, universitaires, parlementaires, activistes politiques, écologistes et féministes de toute l’Europe – avons suivi de près les dangereux développements résultant des attaques de la Turquie contre le Kurdistan du sud (nord de l’Irak) depuis le 23 avril 2021. Par conséquent, nous nous sommes réuni·e·s à Erbil aujourd’hui et avons décidé que nous devons nous exprimer.

C'est donc d'une seule voix unie et moralement limpide que nous souhaitons condamner sans équivoque l'occupation du Kurdistan du sud par l'armée turque et que nous sommes solidaires avec le peuple du Kurdistan du sud et les forces de résistance kurdes dans la protection de leur patrie.

En avril, l'État turc a lancé une nouvelle campagne militaire de grande envergure au Kurdistan du sud, dans les régions de Matina, Zap et Avashin. De lourds affrontements se poursuivent dans ces régions, les forces de la guérilla kurde résistant farouchement à cette invasion illégale. Ces attaques à grande échelle visent non seulement les forces de guérilla kurdes, mais aussi les réalisations du peuple kurde, dans le but d'occuper le Kurdistan du sud. Jusqu'à présent, la réponse à ces attaques au niveau international a malheureusement été inaudible. Profitant de ce silence, le régime turc a mis en place son plan d'occupation de l'ensemble du Rojava (la région du nord et de l'est de la Syrie) aux côtés du Kurdistan du sud. Ce faisant, la Turquie est déterminée à procéder à un nettoyage ethnique de cette vaste zone – longue de 1400 km – du nord-ouest de la Syrie à la frontière irako-iranienne. Simultanément, la Turquie mène une guerre de drones contre le camp de réfugié·e·s de Maxmur, une violation flagrante du droit international. En lien avec cette politique de nettoyage ethnique, l'armée turque espère également dépeupler la région de Sinjar où vivent les Yézidi·e·s, et réaliser ainsi ce que l’EIIL (État islamique en Irak et au Levant) n'a pu faire.

Depuis l’été 2012, les Kurdes de Rojava et du nord-est de la Syrie ont œuvré main dans la main avec les communautés locales arabes, assyriennes, turkmènes et arméniennes, menant ensemble une révolution qui a établi une administration autonome démocratique et donnant du pouvoir aux femmes. En réponse, la Turquie a utilisé des militants djihadistes pour attaquer directement ces régions de Rojava, incluant Afrin, Azaz, Jarablus, Serekaniye et Girê Spî‎ (Tal Abyad), dans l’espoir d’occuper et de détruire les réalisations de cette administration dirigée par des femmes. Au cours de ces occupations ininterrompues, la Turquie a provoqué des changements démographiques, des viols systématiques et l'esclavage des femmes, entraînant des déplacements massifs de la population kurde et d'autres populations civiles, dans le cadre de sa stratégie de « turquification » et d'annexion éventuelle de ces terres.

Et les problèmes ne se posent pas seulement à l'étranger. En fait, l’exemple le plus récent de l'hostilité incessante d'Erdoğan à l'égard des acquis politiques et sociaux kurdes provient de l'intérieur même de la Turquie, et de sa tentative de fermer le Parti démocratique des peuples (HDP). Il s'agit de la dernière étape d'une campagne menée depuis des années contre le HDP - une alliance progressiste de partis, organisations et individus kurdes, turcs et de nombreux autres partis démocratiques - qui a conduit à l'emprisonnement de plus de dix mille membres du HDP.

Malheureusement, le Gouvernement régional du Kurdistan (GRK) et le gouvernement irakien ont fait bien peu pour contrer la tentative d’occupation par la Turquie. En particulier, nous avons été très déçu·e·s de voir les représentant·e·s du Parti démocratique du Kurdistan (PDK) presque légitimer l’occupation turque. Quelle que soit la pression économique d’Ankara, le PDK ne doit pas se permettre de devenir un mandataire de la Turquie, les conséquences de cette guerre pouvant être très lourdes pour tout le Kurdistan et la région.

Le monde doit aussi reconnaître que la Turquie tente de perpétrer un génocide contre le peuple kurde. Et ce n’est que le mouvement de résistance kurde qui empêche l’occupation totale du Kurdistan et l'annihilation des droits politiques des Kurdes. La résistance armée actuelle à Zap, Avashin et Metina a fait du Kurdistan un bastion de la défiance, non seulement pour les Kurdes, mais aussi pour tous les peuples de la région menacés par l'expansionnisme néo-ottoman de la Turquie. D’ailleurs, le président turc Erdoğan n'a pas caché son ambition de restaurer la gloire perdue de l'Empire ottoman en reconquérant son ancien territoire.

Ainsi, parallèlement aux campagnes militaires turques contre les Kurdes en Syrie, en Turquie et en Irak, Erdoğan s'est ingéré dans diverses zones de conflit, notamment en Libye, en Artsakh/Azerbaïdjan, au Yémen, au Niger, au Nigeria, au Tchad, au Soudan, en Somalie et au Liban. Ses menaces à l'encontre de nombreuses nations, telles que la Grèce, Chypre, l'Arménie, l'Égypte, les Émirats arabes unis et la France, y sont liées.

Nous devons également reconnaître que le régime d'Erdoğan a une longue expérience du financement, de l'armement et du soutien de l'État islamique (EIIL) et de divers autres groupes djihadistes violents similaires, les utilisant officiellement et officieusement comme des forces par procuration pour accroître l'influence de l'État turc à l'étranger. Lors du récent conflit en Artsakh impliquant l'Arménie, l'Azerbaïdjan et la Turquie, Erdoğan a envoyé des centaines de combattants djihadistes par procuration depuis la Syrie pour soutenir l'Azerbaïdjan et a également envoyé ces combattants en Libye pour participer au conflit prolongé du pays. Par ces actions, la Turquie viole la souveraineté d'autres pays et répand son terrorisme mercenaire dans le monde entier.

Erdoğan est bien conscient de la position géopolitique unique de la Turquie et l’exploite à son avantage. Il sait que son armée, la deuxième plus importante de l'OTAN, est une force redoutable et un rempart pour l'« Occident ». Ainsi, l'État turc, sous son règne, continue à défier ouvertement et systématiquement le droit international et à enfreindre les conventions relatives aux droits humains. La Turquie viole continuellement la souveraineté de nombreux pays. Pendant ce temps, l'OTAN, les Nations unies, l'Union européenne et le Conseil de l'Europe répondent tous par un silence assourdissant. Mais la communauté internationale doit être guidée par la moralité et non par la géostratégie. Et l’incapacité de ces instances à contester l'autoritarisme et les crimes de guerre d'Erdoğan, lui donne effectivement la permission de poursuivre son agression militaire. En retour, cela fait également d’elles des conspiratrices en partie responsables de la destruction qu’il est en train d’opérer.

Nous proclamons donc une initiative internationale pour DÉFENDRE LE KURDISTAN contre l'occupation turque !

Afin d’obtenir l’arrêt immédiat des attaques turques sur le Kurdistan du sud et le retrait total des troupes turques et des mercenaires islamistes, nous demandons ce qui suit:

• De mettre fin à l'occupation turque, au changement démographique, à l'instabilité et à la campagne de nettoyage ethnique dans le Kurdistan du sud.
• D’arrêter la destruction et l'exploitation de la nature du Kurdistan.
• De faire cesser la complicité des puissances internationales et régionales dans le génocide kurde.
• De soutenir tous les partis, institutions et peuples kurdes pour la résistance de la guérilla et leur position unie contre l'occupation turque.
• De dire non au projet expansionniste néo-ottoman d'Erdoğan dans tout le Moyen-Orient et la Méditerranée orientale.
