"Freedom for Jorge Glass".

World leaders unite to demand the freedom of Jorge Glas, two years after his kidnapping.
Despite the absence of evidence against him, Jorge Glas has already served his accumulated sentence in the so-called “Odebrecht” and “Bribery” cases. To keep him imprisoned, a new case known as the “Manabí reconstruction” was fabricated, and without a single piece of evidence against him, he remains detained. All legal actions have crashed against the wall of lawfare imposed by the Noboa government.

On April 5, 2024, under the cover of night, Daniel Noboa Azín, President of the Republic of Ecuador, ordered the invasion of the Mexican Embassy in Quito, with the aim of violently abducting former Vice President Jorge Glas, who was inside the diplomatic premises under protection as a political asylee. Jorge Glas was tortured from the moment of his abduction.

This unprecedented act of aggression against peace and security in Latin America and the Caribbean violates the 1961 Vienna Convention on Diplomatic Relations; the 1954 Caracas Convention on Diplomatic Asylum; the 1966 International Covenant on Civil and Political Rights; the 1984 Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; the 1969 American Convention on Human Rights, known as the “Pact of San José”; the 1987 Inter-American Convention to Prevent and Punish Torture; as well as the Constitution of the Republic of Ecuador and its legal system.

Despite the absence of evidence against him, Jorge Glas has already served 100% of his accumulated sentence in the so-called “Odebrecht” and “Bribery” cases. To keep him imprisoned, a new case known as the “Manabí reconstruction” was fabricated, and without a single piece of evidence against him, he remains detained. All legal actions have crashed against the wall of lawfare imposed by the Noboa government.

Pope Francis, the UN Working Group on Arbitrary Detention, the UN Special Rapporteur on Torture, the Inter-American Commission on Human Rights through precautionary measures, and renowned jurists from around the world have spoken out in favor of Jorge Glas.

The conditions of his unjust imprisonment can only be described as systematic torture. His defense has repeatedly reported that Jorge Glas suffers from: restricted access to hydration and water with characteristics incompatible with potable water (turbidity, discoloration, bad taste); severe instability when standing, loss of balance requiring immediate support to avoid falling; significant loss of muscle mass, weakness, and recurrent hunger due to insufficient food, with documented anemia; administration of medication by non-medical personnel, discrepancies between prescribed and administered treatments, and extreme polypharmacy with risks of sedation, hypotension, delirium, falls, and decompensation; he is held in an environment incompatible with clinical stabilization and shows clear signs of severe malnutrition. Jorge Glas faces a permanent risk to his life.

Jorge Glas is a political prisoner, treated as a hostage to the political interests of Daniel Noboa, who on June 17, 2024, admitted in an interview with a U.S. magazine that “if Glas had escaped, we would have lost the referendum.” Noboa uses the unjust imprisonment of Jorge Glas in his political campaigns.

We demand that the government of Daniel Noboa comply with its obligations under international law and restore the situation prior to the assault on the Mexican Embassy, reinstating Jorge Glas’s status as a political asylee. Furthermore, we demand that the protection to which he is entitled be enforced, granting him the necessary safe-conduct so that he may travel safely to Mexican territory. Finally, we demand guarantees for his life, health, and personal integrity.
